Proposal 3: Group and Club Artistic Freestyle

Committee: General Committee

Vote Summary:

Passed on February 07, 2016

Votes on this proposal:

10 out of 11 voting members have voted.

Agree: 9, Disagree: 0, Abstain: 1.

Background

The IUF's group competitions differ from what is usually done at NAUCC. This proposal maintains the same text that is currently in the USA Rulebook. The only changes are modified time limits to better align with the IUF.

Proposal

Old Rule:

6.15 Group Freestyle Overview

New Rule:

6.15 Group Freestyle Overview

Group freestyle is divided into two categories: Club and Group. Each rider may enter each category (Club and Group) only once. For example: a rider can be in a Club routine and a Group routine, but not two Group Routines.

A rider may appear in a second Group Freestyle performance with permission of the Chief Judge, to replace a rider due to illness, injury or other mishap.

6.15.1 Group

Minimum of three riders.

6.15.2 Club

Minimum of three riders. Must be a USA Affiliated Club, and all riders must be members of said club.

6.15.3 Minimum Age Groups

None.

6.15.4 Time Limit

Five minutes for Club, three minutes for Group.

6.15.5 Unicycles

Any type and any number.

6.15.6 Music and Costume

Same as Individual Freestyle.

6.15.7 Props and Decoration

Same as Individual Freestyle.

6.15.8 Judging Method

Same as Individual Freestyle, but with additional emphasis on teamwork and multiple person skills, such as formation riding. Extra consideration will be given to account for widely different group sizes, relative skill levels, and relative ages of riders.

Body

The club competition is a time honored tradition at NAUCC. In order to maintain this tradition and it's fellow competition, group, the whole section had to be modified.

Proposal 5: Road Racing - Ungeared Awards

Committee: General Committee

Vote Summary:

Passed on February 07, 2016

Votes on this proposal:

10 out of 11 voting members have voted.

Agree: 10, Disagree: 0, Abstain: 0.

Background

The language in the IUF Rulebook would not make it necessary for ungeared awards to be given out at an NAUCC. This proposal maintains the text from the current USA Rulebook with a minor edit to clarify the separation between male and female.

Proposal

Old Rule:

4.2.1 Ungeared Awards

At Unicon, for each gender (male and female) where there are five or more geared riders in an Unlimited event, the fastest three ungeared riders from that gender will be awarded with an ungeared title for that event. This is only for the overall classification, not for Age Groups. Other events can choose to award the fastest three, one, or none of the ungeared riders as they wish.

New Rule:

4.2.1 Ungeared Champion

At NAUCC, for each gender (male and female) where there are five or more geared riders in an Unlimited event, the fastest ungeared rider from that gender will be awarded with the North American Ungeared Champion title for that event. The next two ungeared riders from each gender should also be recognized with an award for that event. This is only for the overall classification, not for Age Groups.

Body

As geared hubs become more and more prevalent, there should be a way to honor the achievements of ungeared racers as well.

Proposal 4: USA Rule Amendments

Committee: General Committee

Vote Summary:

Passed on February 07, 2016

Votes on this proposal:

10 out of 11 voting members have voted.

Agree: 10, Disagree: 0, Abstain: 0.

Background

As the IUF Rulebook is making itself more and more applicable to smaller competitions, like NAUCC, it is becoming less necessary for the USA to have our own rulebook. At this point, there are still some rules that merit modification for our use at NAUCC, hence this committee's existence. However, we are at the point where we don't really need an entire rulebook to be published.

Proposal

This is not a rule change, simply a restructuring of the publication of the rulebook. See "Body" for details.

Body

By approving this proposal you are approving the discontinuation of a completely separate USA Rulebook. In it's place will be a document of amendments. This will include:

- Chapter 1 of the current USA Rulebook (with edits as approved by this committee)

- Any passed proposals from this committee where the USA needs to differ from the IUF Rulebook

Proposal 7: 1.6 Terminology discrepancy

Committee: General Committee

Vote Summary:

Passed on February 10, 2016

Votes on this proposal:

10 out of 11 voting members have voted.

Agree: 9, Disagree: 1, Abstain: 0.

Background

The IUF Rulebook has reverted back to using the word Artistic to describe a freestyle performance. This is in order to differentiate from Standard Skill and X-Style which also are considered a part of the freestyle discipline.

Proposal

Old Rule:

1.6 Names And Terminology

Event hosts must learn and use the proper names and terminology for our sport and competition events. They should take care not to continue the misuse of outdated or incorrect names and terminology. The correct ones must be used in all announcements, advertising, publicizing, internal and external documents, and especially in any official documents, such as those within, and printed out by, convention software. For example, the specific artistic event names are Individual Freestyle, Pairs Freestyle, Group Freestyle, Flatland, Street Comp, and Standard Skill. Note that the word Artistic is not part of any of the individual event names.

New Rule:

1.6 Names and Terminology

Event hosts must learn and use the proper names and terminology for our sport and competition events. They should take care not to continue the misuse of outdated or incorrect names and terminology. The correct ones must be used in all announcements, advertising, publicizing, internal and external documents, and especially in any official documents, such as those within, and printed out by, convention software.

Body

This proposal simply removes the last sentence of the old rule. It is out of date anyways as Street and Flatland are no longer in the same discipline or rulebook chapter. Also, the "a" in And was made lowercase.

Proposal 6: Strike section 1.21 & 1.22 of current USA Rulebook

Committee: General Committee

Vote Summary:

Passed on February 10, 2016

Votes on this proposal:

10 out of 11 voting members have voted.

Agree: 10, Disagree: 0, Abstain: 0.

Background

Sections 1.21 & 1.22 seem outdated and are leftover from when NAUCC was only Racing and Artistic. They both refer to other sections that already adequately cover this information. I propose that we eliminate these superfluous sections.

Proposal

USA Rulebook 1.21 Racing & 1.22 Artistic removed.

Body

This proposal is contingent on the passing of the proposal for adopting Chapter 1 of the current USA Rulebook. If that proposal does not pass then this proposal will be taken off the table.

Proposal 9: Awards

Committee: General Committee

Vote Summary:

Passed on February 11, 2016

Votes on this proposal:

10 out of 11 voting members have voted.

Agree: 10, Disagree: 0, Abstain: 0.

Background

The current rule suggests giving out awards for 1st-5th place. This is no longer indicative of what has been done by the NAUCC hosts in the past three years.

Proposal

Old Rule:

1.3.3 Awards

Because awards are paid for out of the convention budget, and are one of the major expenses of large competitions, the type, number, and quality of awards are the choice of the convention host. All awards must include both the year of the event and one or more of the following: • Unicycling Society of America logo • The words “Unicycling Society of America” • The words “North American Unicycling Championships and Convention” or “NAUCC” The host may determine the amount and level of those awards based upon USA Board approval. Generally there are trophies/expert medals for “top” events, medals for “subtop” events, and ribbons for lower events or places. The USA has most usually awarded 1st- 5th place in most events, but this too is up to the convention host.

New Rule:

The USA has most usually awarded 1st-3rd place in most events, but this too is up to the convention host.

Body

The only modification was to change 1st-5th to 1st-3rd.

Proposal 8: Updating and Publishing the USA Rulebook

Committee: General Committee

Vote Summary:

Passed on February 11, 2016

Votes on this proposal:

10 out of 11 voting members have voted.

Agree: 10, Disagree: 0, Abstain: 0.

Background

This proposal determines a publishing day for the USA Rulebook

Proposal

Old Rule:

1.1.1 Updating This Rulebook

This publication should be updated every two years after the IUF Rulebook is updated. The Committee should finish their business and make their specific proposals within three (3) months after the new IUF Rulebook is published. If they need more time, they may ask the USA Board for a time extension. This is meant to be the only time that changes to the Rulebook are made, although exceptions are possible in extraordinary cases. The USA Board is responsible for making sure that the Rulebook committee stays focused and on schedule. Anyone may submit a potential change to IUF Rulebook at any time. These will not be official proposals, but suggestions for potential topics during the next Rulebook session. A forum will also be provided to discuss potential changes throughout the year. The Rulebook Committee voting time frame and official members of the Rulebook Committee, however, will still be determined by the IUF Rulebook Committee Chair and the IUF Executive Board.

New Rule:

1.1.1 Updating This Rulebook

This publication should be updated every two years after the IUF Rulebook is updated. The Committee should finish their business and publicize the publication no less than four months before the start day of the next NAUCC. This is meant to be the only time that changes to the Rulebook are made, although exceptions are possible in extraordinary cases. The USA Board is responsible for making sure that the Rulebook Committee stays focused and on schedule. Anyone may submit a potential change to the Rulebook at any time. These will not be official proposals, but suggestions for potential topics during the next Rulebook session. A forum can also be provided to discuss potential changes throughout the year.

Body

The current USA Rule doesn't specify how far in advance before NAUCC the USA Rulebook needs to be published. This rule will set this timeline.
